I disagree. The Terran marines face some pretty scary stuff. Everything they face can easily shrug off hypersonic-railgun rounds, for starters, and they go against them with even less numbers then the Imperial Guard. It's really "doing roughly the same with even less."
The stormtroopers, on the other hand, fall victim to the bane of bad guys everywhere: being the antagonists in a Hollywood production. Few can escape from such a terrible curse.
on the other hand the imperium is galaxy spanning, and is attacked on all sides, and is threatening to crumble from within. despite this they still manage to hold up a functioning society as a whole, and still hold a place as military superpower. they have to deal with Orks, Tyranids, Eldar, Dark Eldar, Tau, Necrons, Chaos, and hundreds of rebelling worlds. these threats surpass zerg and protoss in numbers and deadliness. some threats the imperium faces could even be deemed impossible or unnatural, unthinkable. hundreds of worlds die, stripped of all life and fertility, blown to pieces, or sucked into the void. billions die in the hope of keeping things the way they are, rather than let it get worse, no hope for improvement, or progress.
numerous planets, innumerable lives, just as many souls, and utmost suffering, is what keeps the cruel, bloodthirsty, galaxy going on its merry little twisted way. so tell me, what makes the Korpulu sector go 'round?
plus, i'm not really all that keen on the terran's redneck themes, concepts, and aesthetic.
i agree with you there though, Hollywood really is to blame. but at the same time, the fact that the galactic empire's gone means they've failed regardless.

George Lucas is obviously a Rebel propaganda publisher. Stormtroopers are actually elite marksmen suited in cutting edge anti-shrapnel armor; won't stop a baster and definitely not a lightsaber, but ewoks shouldn't even be able to touch these guys. The hijacked AT-ST is the only feasible explanation for the defeat at Endor.
Terran Marines only appear weak because they face enemies that would make Imperium soldiers' heads explode in fear. Honestly would rather fight a Chaos Daemon than a Protoss Archon.

In terms of their respective universe mechanics I would rate the three to be somewhere around the same level, with each unit having their strengths and weaknesses that the others don't have.
not so much about terran marines i'd actually say it's the other way around when it comes to heads exploding in fear. i always saw zergs as pups compared to tyranids and i haven't seen any danger in starcraft that warhammer hasn't multiplied by ten
plus i just don't like starcraft's terrans as a people
